Can Pewgway learn Water Bombs?

Can Pewgway learn Water Bombs?

I am not provided the option to learn Water Bomb for my Pewgway, despite having the scroll in my Bag.

Is this a restriction or a bug?

I've heard it's a bug. I believe that Cygness has the same problem, but it can still learn other advanced skills.

Fixing bugs lead to new bugs. O.o My Pewgs have to wait now hahahaah

Pewgway can learn them now, so can Cygness :D
