civilian count error

im on an HTC thunderbolt.

just having errors with the amount of citizens being displayed than the actual amount available. itll say i have 12 (enough to upgrade main to level 5) but will give an insufficient resources pop up. the true count seems to only display when relogging on the app.

Same here it seems the count is slow to show the used men, swapping citys or as blood says reloading is the only way to give the true count im on samsung galaxy.
