City with low level should not be hit or farm to have a fair game with them.

Just remember this is a war game. There is always a bigger army out there. But here are a few things you can do to help yourself not be a target.

Max your scout tech. If they can't see your resources, they are less likely to try to take them

Keep troops hunting. I use the 30 second rule. If you aren't attacking or marching, your troops should be hunting

Max your defences. Lvl 10 turrets and traps hurt. So get them as soon as possible. It deters an attacker.
