I think you just didn't ever see them, as originally they were EXTREMELY rare, and then made them common in the last year, depending on server. But not all servers had the new formula rolled out at the same time.

Before this, many players never even discovered one themselves in all their playing of Haypi. They had to hear about it from someone else first. Until that moment came for me, I thought it was a myth
The new rare one now is a level 11.
