How to make a Voting post

I have seen many post, like this one: viewtopic.php?f=5&t=11199

Where you make a ballot. Can someone inform me on how you make one of these?

There is an option at the bottom of a new thread you are making to add a poll; I'm pretty sure that this feature is only available in Off-Topic, however. Thank you for bringing this up, I'll do a little research around the forums and add the info to my guide. :)
