Server 37 Merge!
Server 37 is merging and i have no troops. What do i do? What are some tips for the merge?

Buy resources off the market and build an army, then when you merge farm inactive players like crazy and use the coins you are given to move cities around

Make the biggest army you can with the reasorces that you have on hand. Then farm inactives on your server and use those reasorces to build more and more.
