level 10 oasis

is there actually a level 10 oasis as there is an acheivment award for having two at the same time?

Yes, believe it or not they do exist. However, they are extremely rare. I've only ever seen 1 of them. And I've played for 11 months...

they do not happen by random chance. supposedly you get them by resigning lvl 7 oasis

They are very rare! Like Stauf I've been playing for about 11 months and have only seen 1 of them. The one I saw was the same one Stauf saw on S38 lol
And I have tried the thing where you take and oasis and get it down to seven and it's never worked. It always rounds up to 0 for me. But it would have to come from a level 7, though I think it's just random.

I've seen about 10, but never at the same time to do the achievement... I believe any oasis can turn to lvl 10, but lvl 7 takes only 1 day. And is therefore easier.

Also, the chance it actually turns to a lvl 10 is extremely rare, I had an expert tell me 0.03% chance

A level 10 oasis can be obtained by resigning a level 7 oasis and waiting 24 hours prior.
it can change to a level 4 oasis, level 10 oasis or a level 1 oasis depending on your luck.
