Frospard question

I want to know if his last rune skill comes unlocked when evolved like disguise in crab or do i need to max all 3 skills before unlocking this one as well. Other skills the same as this one say may strike back. This one says it just does it. Thus my confusion. A picture would help greatly. Thanks

To get Dodge!, you need to max all of the other talents.
