Can't use skill point after leveling

I have 1 skill point I can't use.

I just got the point after I leveled, but can't assign it to upgrade anything. All the buttons are grayed out, but 2 of them are not at max levels and I should be able to upgrade them... but I can't...
The point it just sitting there...
