Rotating Manor levels
With the limited amount of lev 20 Manors on the map, once they are taken, there would only be 2 ways to get one.
1. Take on from another player.
2. Take a lower level one and invest the time/resources to upgrade it.
The problem with this is that once a powerful player gets level 20 manors, they have a LOT of resources at their disposal, and this makes them even more powerful with larger armies, larger taverns, larger warehouses, etc.. The lower level player is then forced to invest even more time into getting to a level 20 manor instead of focusing on building troops and gearing heros like the higher level player.
I would suggest that the manors rotate their levels similar to how the oases do.
Maybe rotate between levels 10 and 20. Maybe to add a level of difficulty, make it random as well. Once it becomes occupied, it would just stay at that level.
