2-3 hits can completely empty someone with this current system.
All the bully has to do it hit a couple times, drain the city, and come back when the hits reset and do it again.
This would REALLY slow down the progress of those players getting attacked and make it so they can never advance unless they go to War Refuse, but since that doesn't protect anything but the main city in the final release, those players will struggle if they can't keep up with the top farmers.
