Remove the Crop requirement on attacks please

I think it would solve some of the headaches with bugs around the crop amounts and troops hitting at half power when there is plenty of crop as well.

How about this...

Instead of the crop requirement to attack things on the map.

how about it change to NO crop required to hit something, BUT,,, if your city is starving, then they march at half speed and hit with half power...

If I'm starved, I'd be okay with still being able to hit, but at half power until I get some crop into the city.
