Builders

I have 3 builders and I am currently using 2. The game says I am using all 3 builders. When I try to use third builder since I know I am not using all 3 the game brings up the world spinning sign and just keeps spinning there until I change screens. When my other 2 builders are free the game lets me use them just not my third. Have had the issue for 2 days now. Help fix please.
