Alliance army

Hey,

Our alliance has lots of donations and in between our upgrades it would be nice to donate troops to an alliance army/fleet. That way we can attack other alliances for resources/donation(s). The only way for alliance to attack each other if they enter in a possible alliance army tournament or battle so alliances aren't always attacking each other.

Also alliances can only attack other alliances 1 above and 1 below there own alliances level. That way we don't have a stronger alliance making it hard for weaker alliances to create armies and get possible rewards from the system or other alliances.
