Alliance options ideas

I have some Ideas to put in if you all don't mined it.
1. We need a good banking system in the game where when you donate your resource to the alliance the alliance leader/voice leader have the option to send back resources to alliance members when there in need of resources it's a way of helping new players also.
2.as We all can see if your in an alliance and you don't donate. the level of the alliance will not go up as an alliance leader I would not want that instead why not have the option to have a automatic donation percentage manager.
the percentage in come can be set by the alliance leader/voice leader.
How it would work far example : say a member have a 1000000 you would have from 1% 2% 3% now this option is where the alliance leader/voice leader have the option to set one of the percent numbers.
Then what would happen is every 24 howers 1% 2% 3% of 1000000 will be donate to the alliance bank depending on the level of the percent number set by the alliance leader/voice leader.
This would help to cut out the alliance leader/voice leader from telling members to donate every time.
