Free dice rolls don't work

I was playing fortune race and recieved 2 free dice rolls buff.However I still have too wait for another 10 minutes to continuos.It is a bug or somethings and what exactly what free dice rolls do?

I believe there are 2 different buffs, one is extra rolls, and 1 is reduced cooldown?

Free dice roll buff - just allows you to roll for free once/twice.
(1) Cooldown still applies.
(2) You need to have at least one attempt to roll, otherwise you have to wait for the next reset. (means if you spent your last attempt of the day and gotten yourself free dice roll buff, you can't roll until reset. You need to have available attempts to use this buff.)
