why can't my rohr learn other advanced skills? (solar smite)

There's actually nothing you can do about it. You have to wait for support to fix it or they purposely made it so that rhor can't learn the move.

Anyway, rhor should not learn solar smite in my opinion. Rhor has a rather weak attack compared to Neon and needs Rain to power up. So when rain is in effect, solar smite powers down and will gives you a stun effect. So no point to give your rhor a handicap while it can do good with just lightning moves, right? Just saying.

We are sorry that Solar smite cannot be learnt by electric monsters. The description in Version 1.03 isn't correct. This will be correct in future update.

The correct description is:
Solar smite--Can be used to access a new skill, Solar Smite\n(for plant, physical, psychic, and ghost monsters Epic and up)
