In any event, I do a ton of code work too (machine learning); so, I totally get where you're coming from. With exception for the case that the company has provided thorough documentation as to their reasoning, my guess would be as follows. Early on, it very well could have been a design oversight. Unfortunately, it is likely that the 'bug' you're describing is sufficiently large that it will never be changed. What I mean by this is that it's such a major component of the battle system that, even were it a mistake:
i. It is has by now become embedded in the game's dogma
ii. The company would have no excuse to change it sans obvious loss of face
iii. It is easy to disguise the 'flaw' as intentional
iv. Were they to amend it, the company would be correct in expecting to face some degree of backlash from the player base
These are, of course, simply my thoughts on the matter; you're all welcomed to diverge in your opinions. I would be interested in hearing where other commenters have received their information. Keeping in mind the above, it seems unlikely the company would be forthcoming with information as to the nature of the 'issue'.
