Draconius Super fire Bombs lowering attack in Sun

There is this Draconius Miniboss in Cs 13 Normal mode. Even though there is Sunny weather, it's attack still goes down when it uses Super Fire Bomb. Here is a screenshot that I took

From my understanding, Super Fire Bombs is not supposed to lower attack in Sunny weather
