Am I the only one who finds it hilarious that you need Poe and evos for the Po and Dauntless recipe =P
You can buy this scroll at the league merchant once the league has unlocked it. You need to cough up a whopping 1.650 offers (in other words, 16,5 mil silver). You can get free offers by fighting in rift and winning battles. Even killing one or two pets will net you some offerings as long as your league beats the rift, so get to it!
