Taking too long to get Legendaries deters what would be heavy spenders from playing this game. Haypi is offering new or casual players a chance to catch up, for a fee of course.
It doesn't devalue the time you spent, it should, in theory increase its vale by potentially providing a healthier multiplayer environment. Sadly Haypi is a little late on this, they aren't terribly good at the F2P model.
