on the upper floors, neons and rhors seem to be in everyone's teams. So i'm thinking of building a gold rock type. Scythe or Brawny? and why

Brawny, though it doesnt really matter which you get, they are both good. But for the pre-legendary end-game, you are going to want to get a Silver or Gold monster. Good luck spending the time taming 3-5 Scythes.
Looking at the monsters directly:
Scythe Isnt so fast as to be outspeeding all that many monsters (including Rhor and Neon), and for high level expert levels you can change that to *any* monsters since you are out levelled by so much. So all the stats in SPD are meaningless and detract from potential stats in other categories. Resurrect can be amazing if the final hit gets the kill since you get full health after each battle, a good trick for mini-bosses/end-bosses with this one is buff your speed with High Speed +1 during the first few monsters you can Martyrdom the last monster and Resurrect. Desert Power ATK can make his ATK get a nice bump too. His other stats are moderate, but generally lower than Brawny's.
Brawny gets DEF Boost which gives a pretty great boost to DEF without screwing you over like Armor III and if you wanna play like that, just combine DEF Boost with Unnerve/Intimidate on another monster to really mess with a monsters offensive capabilities. Sand Therapy II also makes him pretty survivable in weather, but generally his talents arent as exciting as Resurrect. Brawny's real strength is his prodigious ATK. He hits like a cement truck but will always hit last due to his crummy SPD.
Frankly, Brawny is one of the lamest looking Epics vs Scythe who is one of the coolest looking, soooo have fun with that though.

I am leaning towards brawny mainly because I'm focusing my tames on getting more felicitys. And I figured brawnys huge attack would make it easy to ohko silver/gold neons and rhors

Let me tell you something: all the electric monster got low-med def so when brawny/scythe gets bronze/silver It will be 1hko for sure. The only advantage of scythe is the ressuract and with martyr. He can be last on the squad and he is also fast and his stats getting med-high at silver.

Gold scythe is faster speed and attack gold brawny low speed high attack high defense

I like Brawny better like Ryballs stated. He is just tougher against attacks, and stronger in atk. Even though scythe is faster, its still not fast enough to amount to much. And if your against a matk user it still hurts either rock type bad.
