What nick says is correct.
People can behave if they really wanted to, though there are always those select few who look for trouble - regardless of having an expert around or not.
That being said, people may act up in chat when there's an expert around not because of the title, but because of who the expert is, and how they go about doing their duties as an expert.
Yes experts have to give at least 1-3 warnings, preferably 3 - and no, experts aren't exempt from any rules. If anything, they should be the perfect example of how one should act - regardless of their status on a server/game.
As for experts who act up, screenshot and send to:

Be persistent, they get a lot of emails and reports.
