Exhaust (ghost sleep book)

I have Hypnotism (psychic sleep skill) on my Smiter.
I was trying to put Exhaust, ghost version of Hypnotism, on my Pewgway, but it can't learn it. Is that supposed to happen?

And exhaust turned into hypno when I put it on my ghost

since it's only for ghost types, would it be possible to increase hit rate of exhaust to be able to use dream thief better. cos dream thief only works when opponent is asleep but exhaust does not work 80% of the time. you need to try 3 or 4 times and by the time you hypnotize your opponent your meniss is dead

the minimum of being hypothesized should be 2-3, not 1-3 rounds
