Skill bug : Fog not working

Good day admin .. Just had equipped a fog on my neon but it doesn't work at all , still enemies using pod or other stat change occur ... Pls see it and hope may fixed it ASAP tnx ... (:

It doesn't work for me either. Maybe I am misreading the skill? Also is it just that turn or does the fog linger for the whole match?

It only effects when there is a stat change.
