Rain Prayer

My Cygness refuses to use rain prayer in ladder. Instead it will attack while burned or use water torrent without rain. I see other people use Celestial Prayer on Draconius many times, but my cygness would rather get a tan than be effective in combat.

Update:

I just saw him use Rain Prayer after being both burned and paralyzed on his last turn before dying.

Should be priority #1 always unless it also helps the opponent's active monster. Water bombs is stronger than Water Torrent without rain and should be bumped up while rain is not active.
