Stun:Bug?

NPC used super Thunderstorm (120 dmg) which stun its monster the next turn
then I used boulder and the NPC was stunned BUT the NPC attack the next turn disregarding the stun cause by boulder

not sure if its a bug but my enemy should have still stunned because of the boulder that i used

I noticed when my monster got freezed then he still can
attack when he use fire attacks.
