Why Electrocute does damage more than Thunderstorm?

Experiment
Basic Info.
Thunderstorm Power = 90
Electocute Power = 70
Neon = Pure S
Clawpard = Pure S

1. Neon hits Clawpard with thunderstorm, and does 45% of the total Clawpard HP.

then start match again to check another skill

2. Neon hits Clawpard with electrocute, and does 95% of the total Clawpard's HP...There is no critical hit occurred either

Please fix this as soon as possible

That makes sense why this guy was using electrocute and not thunderstorm hmmmm

Weird 0.0 electrocute hasn't even a real problem for me and tbh that's probably because only one player uses it

Until now LOL, I am sure some one saw this post and went and bought it. Even if its for a short time, Some players will do anything to boosts themselves.
