Tech talent Blade of mercy skill

I put Blade of mercy skill on Branchy, It has tech-1 talent. Several times now the skill has KILLED opponent. Even when tech-1 activates, should it boost the damage of a skill that is supposed to leave 1 hp, past the 1 hp mark and kill opponent?

Then of course I used 4 runes to change it and every time it came back up to tech-1 LOL

This was on an alt account, so no big deal. But tech should boost the damage before the 1 hp is left. I think anyway.

I'm assuming that the Technician Talent adds a certain percentage of damage.
This would explain why Blade of Mercy can kill an opponent
