Basically a crappy talent now.
I've replaced all my penetrate with Tech2, Jinx2/Pressure.
Not really a big deal now because Hippo and Verta really suck compared to OEL's and find myself using them less or not at all.

I wouldn't either I only use normal S epics because I have no legends in the first place
