Can a monster learn the same skill twice

You can have a monster with 4 of the same skill, so yes..
Some players had Levi with 4 soaks in the past.

That would depend on the monster and situation.
There is no definite ''best build'', in some matches, having Super Fire Bomb would be better because it deals more damage, but in other matches, you would've wanted Fire Blast because it has more PP.

Keep in mind that Super Fire Bomb is only effective when the weather is Sun! If you can't guarantee that (e.g your monster doesn't have Celestial Prayer / access to Sun) don't get Super Fire Bomb.

I think I will go with Super Fire Bomb because my monster knows Celestial Prayer
