I'm not hating but sometimes they don't make sense like come on for finishing hr 1 to 15 and bl 1 to 15 normal mode gives you exp-card 5 but finishing it veteran (and maybe expert im not sure) doesn't

None of the Veteran/Expert levels reward EXP Cards.
I don't think it's a necessity either . There are more important things to be taken care of, PvP for instance.

As long as pewgway is faster than cygness then i dont see why not

We used to not get any xp cards for finishing normal levels. When i did FC and Swamp their wasn't xp cards. All to make it easier for new players I guess.
But I agree that finishing a Vet or expert level should give you a better reward than player xp and some silver
