I'm looking for a light at the end of the tunnel

Now on my server we have a guy that boosts him self relentlessly every week, he has more than 10 accounts to boost him to his desired pvp rating, there has been countless reports and screen shots that clearly shows he's cheating, but we haven't had any feedback, I was just hoping that a booster some where on any of the servers has met some kind of punishment, I feel ignored and it's driving away a lot of players.
