Is Angelo worth breeding?

For a free legendary I think yes. The S angelo's I have seen looked fairly strong. But that also depends on the skill set and talent. But If you dont have any other Legendaries I would breed it up to S.

Exactly , he is very annoying in pvp ( switching monster to decrease ATK)

Since you're early in the game, yes he's definitely worth it. Angelo even has some usefulness in a team later in the game, with intimidate allowing glass cannon monsters to take a few hits. He's really not that good by himself, but its pretty easy to find a build to help the rest of your team.

I use Wind Blast on my Gryphion, hella annoying if it gets switched to an Intimidate monster !

You asked about finishing BL expert without OEL's

One of the strats is using 4 Angelo's so definitely worth it if you are going down that route.

Intimidate is really the only good one he has. Healer may be ok though

Nah healer sux. My build
Talent: Intimidate
Moves: Iajutsu (good attack so it can kill low def monsters)
Soak (Hp it's an OK tank)
Mind bending (normal STAB move)
Chill/ SFB/ Th/ A borealis/ P leaves/ w bombs/ M boulder etc.
