How good is snowflakes

It's only good if you get hey first otherwise it basically does barely any damage

It depends on the monster you're planning to learn it.
Snowflakes deals more damage if you hit after your opponents attack, so I wouldn't recommend learning it to Clawpard and Fenrir, as they have high Speed. It wouldn't partake its full purpose.

It doesn't need to have slow speed (its also a bit risky as it may miss) , just teach it to fenrir and use it the other turn

Are you sure the hit doesn't have to occur same turn?

And how does it fair to 90/120 power moves?

I thought the same, and I think a post-attacking Snowflakes would be around 70 to 90 Attack.

Pretty sure you have to use it that same turn. Next turn it hits like a wet noodle.

Snowflake after attack is 120+ Power :)

Does the amount of damage dealt also matter?
I can imagine how a Smash would only increase it with like +5, but a skill that brings it to the brink of dead would, indeed, get it to 120+.
