How do you get Skelly besides the honor points?

At the moment, it's not possible.
You will, however, be able to buy it after you got your first one.

There were some events in the past where you could win a Skelly, but I don't think they'll be doing that again.

Honestly skelly is only available through PvP sadly the 2nd one costs 1500 gc and isn't necessarily worth it anymore do to the new legendaries /x but if you plan on making a pressure/taunt/foresight tactic then it'll be worth it
