Did someone get them out of eggs?
Because it says that you can get every non-legendary monster out of plain eggs but i don't think that it's possible.

I don't think it's possible to get those two from any Egg.
I haven't seen anyone getting one, and quite a lot of eggs has been openend.

If they aren't available it shouldn't say that any-non legendary is available.

You're right, there's nothing about it in the update notes of V1.3 either.
Ohwell, I doubt they will change its description to ''Buy this for any non-legendary monster except Felicity and Vertedeath, cuz -insert cuss here- you.''. .

I havent seen the other rare monsters like:
Sally
Bubbles
Escarglow
GLider
Lambush
Cripsy
Grubby
Angel
Blubbie
Stinger
Shadow

In any eggs either.

Already asked support , skelly,purrity,clawpard,pattapilla or any evolution that belong to those mentioned monsters cant be found on any egg .

So they should write it into the description.
