When a monster cast wind blast, is it casted first? like foresight? or the cast depends on the monsters speed?

Every time I saw it cast, it was first.
I can't tell you if it depended on the opponent monster's speed or because it's like foresight though

There is no priority. Depends soley on the monsters speed.
