So both are S rank and both are Level 28, but it's Swiper vs Pattafly so Swiper still beds to evolve, but here are stats:

Pattafly S: hp 108 ATk 89 matk 66 speed 66 def 75 mdef 75

Swiper S: hp 89 ATk 69 matk 66 speed 69 def 66 mdef 66

So so far looks like Pattafly beats Swiper in every stat, but remember Swiper still needs to evolve into smiter, but looking at the stats looks like Pattafly wins! What do you think?

Well looking at the stats the butterfly is better.

Smiter will get like 15-30 more stats in every category the level it evolves. Get them to the same evolution and same level then lets talk. Or just get the Butterfree to 50 since S Smiter's stats at 50 are well documented.
