is its "illegal" to ask every new player to make another acc to be a pal and "buy" him with some s monster?

I don't see anything illegal in here seeing as you're still helping the new player by giving him/her an S monster.
It shouldn't really affect them too much if they just started playing since this will give them a boost.
It's definitely not illegal but it would be best if you don't badger all the new players just to ask them to restart. Just check if they want to restart with a new S monster and go from there.

i asked it not cuz i do or wanna do that...im not lazy to make my self pals and search for friends for that..
i asked cuz i have in my server one person who do that regulary even if he didnt got to the limit and its pretty annoying me that he is so lazy to make himself some pals..
