Depends on your Rhor F3 skill set and your book set.. You can try the following..

Cygness w/ Speed Boost: PoD, Rain Prayer, Relay, Water Bomb / Water Torrent
Cygness w/ Adaptability or Speed Boost: PoD, Rain Prayer, Soak, Water Bomb / Water Torrent

For Pewgway, i think he's more of a 2v2 kind of guy.. It's better to team up with him than switching back and forth with it..

This is assuming you're only looking for 1v1 strategy.. In any case you can opt for an Immortal Pewg..
