Got a frenzied attack...which mob suits this skill?

When it comes to teaching skills, I'm so confused.

So just got a frenzied attack, which mob should I teach it to?

I think the consensus would say a Flight with Tech2 since it will deal the most damage with that.
It's probably not as useful to any other monster since their same-type skills would most likely be much more reliable than Frenzied - with its occasional 1-2 hits. Use this on monsters with high physical attack if you need a different type of element to counter against types your weaker to.

I have a S flight with tech II.

Now it has kamikaze, smack, fire blast, electric storm.

So I should replace smack with frenzied attack? Or replace kamikaze?

I'm considering ladder. I don't know if the AI is smart enough to use frenzied attack, if I leave kamikaze on the list,

Yesterday my grade S lupa was full Hp and a grade S flight used that attack with tetch-ll , one of them was critical but anyways my lupa went 0 HP after that attack
