Well apparently you're not the only one who have problems on this question, I've seen a few days ago some people who had the same problem. First of all, try to PM these peoples who had post something like that in General discussion or in Bug section. Then you better contact apple support to have some informations.

Go to the iTunes Store and submit a support ticket stating the exact message your getting. They got back to me in just a couple of hours.
