Arctica scroll finally!!!

I thought artica was available to catch in oa expert - or am I mistaken?

It isn't.
You encounter it as mini boss / boss in several stages, including the last boss in Ocean Abyss Expert-15, but you can't catch it.
The only catchable monster at OA Exp is Whalorn, who is located at an Epic Cave on Ocean Abyss Expert-6.

Got a Hippo scroll last nite! Otherwise everything is cash or essence. Not what I wanted but then this whole event is all about fattening haypi's pocket book in disguise.

U cant catch anything that is in veteran or expert mode unless it is in a cave

Arctica has been obtainable via an Event Chest. Some people have it as a matter of facts.
