Normal Healing Potions and below 30% health talents

If I get KO'ed with a Normal Healing potion equipped and get 30% health restored will Overgrow, Blaze, Torrent or other damage boosts when below 30% health trigger?

Please don't answer if you are going to say 'the description says BELOW 30%' because from a development point of view that's really the difference between typing 29 like the description describes or 30 like the description reads but in game it makes a significant difference.
