Wind blast

Hi everyone,

I would like to know

whether wind blast is speed dependent?

If a very slow monster e.g. cgyness/brawny use wind blast,

will wind blast be like foresight, be casted faster than every skill?

If not, then I think wind blast is only useful for fast monsters?

Wind Blast isn't guaranteed first hit, meaning it is indeed only useful on fast monsters.
