Ok so people on my server love using using tech-2 along with frenzied attack what is the damage for each hit?

deals around double damage but i like penetrate

I'm still debating wether I should take Penetrare or Technician...
My Server isn't filled with Pressure / Taunt monsters, maybe two or three people use it...
Being able to counter Resurrect would be nice though
.
Does it activate only when Hippo killed the monster, or simply when he's in the match?

Only when Hippo ( or other monster that has penetrate ) makes the "last hit"
