All stat boosts are instant, the weather not taking effect is just a balance check so the faster monsters don't dominate even more.
even if koenaj was incorrect in his information he had good intentions and wasn't intentionally trolling you, so no need to flame. After all it's a general discussion more people said one thing so you can confidently take that as the correct information and not be diks.
TBH the games kinda buggy aswell, so people are 100% capable of experiencing different things.
