which one better if not playing with martydom

for me i think force II is the best because sand storm doesnt add any damage while other OeL doesnt need force II because their weather add more damage , while mino has a super high atk + force II + pod which can be a main attacker that was protected by pewgway? im trying this build hope its worth, i dont choose underdog because i think its useless, i can change to chimera if the one i face is water monster or grass monster.

Sounds perfect tbh I believe Force 2 or Speed boost are the 2 best

It all depends on the monsters in your Server.
If yours is overrun by Pewg Taunt combo's, I'd get Force-II indeed, or maybe even Underdog Power.
However, if there are a lot of Jihadi Scythes, Resurrect might be a wise move to kill off that extra Scythe.
