So it does have priority? And do you have to survive to reflect the damage or does defeat the monster that used it negate the shield.

It doesn't have priority as I've tried against a Mystik in Holy Ruins , it out sped my Purrfection.

I had a guy on my server that used waterspout on hes Pewgway.

I used thunder storm on him in the 1st turn, and he casted sprout as hes move.

The thunder hit first, dealed its dmg, but then it casted the sprout and my neon got around 40-50% of hes health as dmg at the end of turn 1.
Pewgway didn't die in 1 shot, he survived with around 20% left.

So yes, it does reflect it even if u cast it AFTER receiving dmg, i can confirm this, and i believe the mirrors and sprout work with the same mechanic.

Not too sure how Waterspout works, but I taught my Purrfection Magic Mirror. And it is an absolute fail. It only works when the monster uses the mirror first, then the damage is reciprocated after your opponent's move. If the monster attacks second, the skill doesn't do anything.
